Shapiro Administration Invests More Than $800,000 Through New PIDA Loans to Create Jobs, Help Businesses Grow in Two Counties

The projects supported by these loans through the Pennsylvania Industrial Development Authority (PIDA) will inject more than $1.7 million into the economy, create 51 new jobs, and retain 17 existing positions.

Since the Shapiro Administration took office in 2023, PIDA has approved $188,340,133 in low-interest loans that have resulted in $486,489,824 in private investment, the creation of 1,608 full-time jobs, and the retention of 3,413 existing jobs.

Harrisburg, PA – Today, Department of Community and Economic Development (DCED) Secretary Rick Siger announced the approval of more than $800,000 in two new, low-interest loans through the Pennsylvania Industrial Development Authority (PIDA) to help support business growth in Allegheny and Lancaster counties. Together, these projects will inject more than $1.7 million into the local economy, create 51 new, full-time jobs, and retain 17 existing jobs.

Governor Josh Shapiro is making Pennsylvania an economic development leader by investing in growing businesses, supporting manufacturing and other key industries, and creating real opportunities for Pennsylvanians.

“The Shapiro Administration is investing in Pennsylvania businesses and the people who power them, providing companies with the resources they need to grow, create jobs, and stay competitive,” said Secretary Siger. “These PIDA loans will support the expansion of two businesses, creating 51 new jobs, retaining 17 more, and generating more than $1.7 million in economic activity. These investments are helping businesses grow, workers thrive, and these communities build a stronger economic future.”

Since 2023 under the Shapiro Administration, PIDA has approved $188,340,133 in low-interest loans that have resulted in $486,489,824 in private investment, the creation of 1,608 full-time jobs, and the retention of 3,413 existing positions.

PIDA provides low-interest loans and lines of credit for eligible businesses that commit to creating and retaining full-time jobs, as well as for the development of industrial parks and multi-tenant facilities. Loans can be used for: land and building acquisitions; construction and renovation costs; machinery and equipment purchases; working capital and accounts receivable lines of credits; multi-tenant facility projects; and industrial park projects.

The approved projects are as follows:

Allegheny County  

  • Module Manufacturing, LLC., through the Southwestern Pennsylvania Corporation, was approved for a 10-year, $199,000 loan at a 5.00 percent fixed interest rate to purchase equipment necessary to expand its manufacturing capacity. The equipment includes fabrication tools, modular support equipment, and material-handling equipment such as forklifts. This equipment will allow the company to increase production capacity, reduce manual labor requirements, improve workplace safety, and enhance the consistency and speed of unit production. The equipment will be installed at the company’s facility at 730 Superior Street in Carnegie, Scott Township. The total project cost is $544,440.

Lancaster County  

  • Reist Popcorn Company, through the EDC Finance Corporation, was approved for a 10-year, $605,678 loan at a 5.50 percent fixed interest rate to assist with the purchase of machinery and equipment for their newly acquired facility at 131 Manheim Street in Mount Joy Borough. The real estate purchase for the new facility was partially purchased through a previous PIDA loan, and now the company is requesting a PIDA-MELF loan for the purchase of machinery and equipment at the project site including bucket elevators, a drive over hopper, support towers, storage tanks, and reclaim drags. The purchase of the machinery and equipment will allow the company to increase their processing and storage capacity. The total project cost is $1,211,356.

Since taking office, Governor Shapiro has made Pennsylvania more competitive — attracting over $43 billion in private-sector investment while creating more than 27,000 good-paying jobs across the Commonwealth and earning national recognition.

The Governor’s 2026-27 budget builds on this momentum by investing in long-term economic growth and ensuring communities across the Commonwealth can compete and win.
